The National Natural Science Foundation of China recently held the third
plenary meeting of the ninth committee in Beijing, summarizing the work of the
Science Foundation of China in the past year and studying and deploying the work
for 2025.
Yin Hejun, Secretary of the Party Group and Minister of the Ministry of
Science and Technology, attended the meeting and delivered a speech. Yin Hejun
pointed out that in the past year, the National Natural Science Foundation of
China has revised and implemented the "Regulations of the National Natural
Science Foundation of China", expanded diversified investment channels and
scale, supported the development of various disciplines in basic research,
continuously cultivated scientific and technological talents and innovation
teams, taken substantive steps in clearing the "hat" of talents, vigorously
strengthened the construction of academic style, achieved phased results in
special rectification, and continuously expanded international scientific and
technological cooperation, making important contributions to enhancing China's
original innovation capabilities and supporting the realization of high-level
self-reliance and self-improvement.
Yin Hejun emphasized that the current internal and external environment for
China's development has undergone profound changes, and the changes in the
world, the times, and history are unfolding in unprecedented ways. Strengthening
basic research is not only an urgent requirement for effectively responding to
internal and external risks and challenges, achieving high-level technological
self-reliance and self-improvement, but also an inevitable choice for us to move
from the unknown to the known, from uncertainty to certainty. It is also a
strategic need to accelerate the construction of a technological powerhouse and
contribute China's wisdom to the progress of human civilization. Anchoring the
goal of building a strong science and technology country by 2035, the National
Natural Science Foundation of China will strengthen the systematic layout of
basic research, continuously enhance project and fund supervision, fully
leverage the unique role of science funds, explore and improve the funding
mechanism for non consensus projects, cultivate and introduce high-level
scientific and technological talents, actively expand international scientific
and technological cooperation channels, and make new and greater contributions
to accelerating the realization of high-level scientific and technological
self-reliance and building a strong science and technology country with the firm
determination and tenacious will of "sharpening a sword in ten years".
Dou Xiankang, Secretary of the Party Group and Director of the National
Natural Science Foundation of China, delivered a report on the work of the
entire committee. He stated that in 2024, the National Natural Science
Foundation of China will focus on "quality improvement", continuously optimize
the management system of scientific fund funding, take multiple measures to
build a high-quality basic research team, carry out graded evaluation and
continued funding for youth projects (A), promote the return of talent projects
to academic nature, optimize the diversified investment mechanism of scientific
funds, strengthen scientific and technological strategic consulting, actively
carry out international cooperation and exchanges, deepen the special
rectification of experts being "greeted", lawfully govern scientific research
misconduct, and successfully complete various tasks of annual funding
management. In 2025, under the leadership of the Central Science and Technology
Commission, the National Natural Science Foundation of China will adhere to the
"four orientations" and the "two legged approach" of goal orientation and free
exploration, strengthen organized basic research, coordinate the deployment of
basic research, applied basic research, and talent cultivation, carry out non
consensus project funding, build a funding pattern of "youth student projects
youth projects team projects", continuously improve the effectiveness of
scientific fund funding, and promote high-quality development of basic
research.
