Guidelines for Cooperation and Exchange Projects between the National Natural Science Foundation of China and the Beijing Hong Kong Academic Exchange Center in 2025

  The National Natural Science Foundation of China (NSFC) and the Beijing Hong Kong Academic Exchange Center (BHKAEC) are now soliciting the Mainland Hong Kong Academic Seminar Project (NSFC-BKAEC Academic Seminar) to be organized and held in mainland China in 2025 in order to encourage and support exchanges between scholars from mainland China and Hong Kong.

  1、 Project Description

  (1) Project type.

  This project belongs to the International (Regional) Cooperation and Exchange Program of the National Natural Science Foundation of China.

  (2) Funding fields and application codes.

  One is the field of mathematical and life sciences that relies on large scientific facilities. To apply for code 1, you must select the subordinate code A, C, or T.

  The second is the field of mathematical science around the Boltzmann equation and compressible fluid equation. To apply for code 1, you must select the subordinate code A or T.

  The third is the field of life sciences centered around ecology and biodiversity. To apply for code 1, you must select the C or T subordinate code.

  The fourth is the field of engineering and materials science focused on wind energy utilization and wind resistance and disaster reduction. The application code 1 must select the subordinate code of E or T.

  (3) Funding intensity.

  The funding intensity for approved projects in mainland China is a direct cost not exceeding 150000 yuan per project, and there are no indirect costs for this project.

  (4) Funding scale.

  The number of projects to be funded is about 4.

  (5) Funding content.

  Support the organization of academic seminars or cutting-edge forums in mainland China.

  (6) Funding period.

  The research period stated in the application should be from July 1, 2025 to June 30, 2026, with a maximum duration of 3 days.

  2、 Applicant Requirements

  According to the Management Measures for International (Regional) Cooperation and Exchange Projects of the National Natural Science Foundation of China, applying for this project must meet the following conditions:

  (1) The applicant must be the person in charge or a major participant (with the consent of the project leader) of a three-year or more National Natural Science Foundation research project that is completed after December 31, 2026.

  (2) The applicant should be the actual person in charge of the cooperative exchange project, limited to one person.

  (3) Has a strong foundation for collaboration with researchers in the Hong Kong region.

  (4) For a detailed explanation of the applicant's requirements, please refer to the "2025 National Natural Science Foundation Project Guidelines".

  3、 Regulations on Restricted Application

  (1) This project belongs to an international (regional) cooperation and exchange project, and is not subject to the limitation of "applying for and undertaking a total of 2 projects".

  (2) Not subject to the restriction of "applicants can only apply for one project of the same type in the same year".

  (3) As the applicant, I am applying for and as the project leader, I am currently undertaking one NSFC-BHAKAEC cooperation and exchange project.

  (4) Other restrictions on the number of applications in the "2025 National Natural Science Foundation Project Guidelines".

  4、 Declaration Instructions

  (1) Attention for applicants.

  Before filling out the application form, the applicant should carefully read the relevant content in this project guide and the "2025 National Natural Science Foundation Project Guide".

  2. Applicants must log in to the Science Foundation Network Information System( https://grants.nsfc.gov.cn/ )Fill out the "Application Form for International (Regional) Cooperation and Exchange Projects of National Natural Science Foundation of China" online. The specific steps are:

  (1) Select the "Project Leader" user group to log in to the system, click "Online Application" to enter the application interface, and click the "Add Project Application" button to enter the project category selection interface.

  (2) Click on the+sign on the left or the "Expand" button on the right of "International (Regional) Cooperation and Exchange Projects" to expand the drop-down menu.

  (3) Click on "Fill in Application" on the right side of "Hold International (Regional) Academic Conference in China (Inter Organization Cooperation Agreement Project)", enter the "Cooperation Agreement" interface, select "NSFC-BHAKAEC" from the drop-down menu, and then enter the approval number of the fund project to be supported according to the system requirements to enter the specific application form filling interface.

  3. Instructions for filling out the application form

  (1) The project application should specify the seminar theme in the applied field.

  (2) In the "Meeting Schedule" column, the schedule of the seminar should be detailed.

  (3) When applying for the project, the applicant does not need to provide detailed information on scholars from both mainland China and Hong Kong attending the conference, but should specify the number of scholars from both sides.

  (4) Participants from both the local and Hong Kong sides should come from at least three universities or research institutes from each side, and the number of participants from each university or research institute cannot exceed two-thirds of the total number of participants from one side.

  4. Budget preparation requirements. Applicants should carefully read the budget preparation requirements in the "2025 National Natural Science Foundation Project Guidelines" application instructions, strictly follow the requirements of the "National Natural Science Foundation Funded Project Fund Management Measures (Caijiao [2021] No. 177)" and the "National Natural Science Foundation Project Fund Budget Table Preparation Instructions", and truthfully prepare the "National Natural Science Foundation Project Fund Budget Table".

  5. Requirements for application materials. After the applicant completes the writing of the application form, they can submit the electronic version of the application form and its attachments online, without the need to submit a paper application form.

  (2) Precautions for relying on the unit.

  The supporting unit shall review the authenticity, completeness, and compliance of the application materials submitted by the applicant of the unit, as well as the target relevance, policy consistency, and economic rationality of the budget application. This project is included in the scope of paperless application, and the supporting unit should submit the electronic application form and attachment materials of this unit before the prescribed project application deadline. Please upload the project application list of our unit through the Science Foundation Network Information System, without providing a hard copy.

  Regarding the submission of the unit's commitment letter for scientific research integrity, please refer to the "Notice on the Application and Conclusion of National Natural Science Foundation Projects in 2025" for implementation.

  After the project is approved, the paper signature and seal pages of the application form need to be bound at the end of the "Funding Project Plan" and submitted together. The information signed and stamped should be strictly consistent with the electronic version of the application form.

  (3) Project application acceptance.

  The online declaration acceptance period for information systems is from March 24, 2025 to 4:00 pm on April 3, 2025.
