　　On November 16, 2024, the second virtual seminar of the Party Group of the National Natural Science Foundation of China was held in Beijing. Dou Xiankang, Secretary of the Party Group and Director of the National Natural Science Foundation of China, presided over the meeting and delivered a speech. The leadership team of the committee, the disciplinary inspection and supervision group of the Central Commission for Discipline Inspection and the National Supervisory Commission stationed in the Ministry of Science and Technology, relevant leaders of the Science and Technology Audit Bureau of the National Audit Office, Li Jinghai, Chairman of the Advisory Committee, Gao Ruiping, Secretary General, specially invited representatives of scientists, directors (part-time) of various science departments, and cadres at or above the bureau level attended the meeting.

　　This meeting is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implements the spirit of the 20th National Congress of the Communist Party of China, the 2nd and 3rd Plenary Sessions of the 20th Central Committee, and the National Science and Technology Conference, conscientiously implements the important speech of General Secretary Xi Jinping at the opening ceremony of the special seminar for provincial and ministerial level leaders to study and implement the spirit of the 3rd Plenary Session of the 20th Central Committee of the Communist Party of China, and the important discourse on scientific and technological innovation, especially basic research. In accordance with the deployment requirements of the Central Science and Technology Commission, it focuses on the distinct theme of "anchoring the goal of building a strong country in science and technology by 2035, and how the Natural Science Foundation of China in the new era can uphold integrity and innovation", systematically plans scientific fund reform measures, effectively improves the efficiency of scientific fund funding, and directs valuable scientific resources to the most innovative scientific researchers on Development, Make a significant contribution to the scientific fund to support the goal of building a strong technological country by 2035.

　　At the meeting, specially invited scientist representative Academician Liu Zhongfan of Peking University and Director Meilin of the Capital Medical Science Innovation Center made keynote speeches. The Planning and Policy Bureau reported on the reform ideas for funding and management of major national scientific research instrument development projects aimed at building a strong technological country, while the Ministry of Information Science reported on the research results of adhering to integrity and innovation, optimizing the layout of major project funding, improving project management efficiency, and promoting the development of new quality productivity. The attending comrades conducted in-depth discussions and exchanges around the theme of the conference.

　　In his speech, Secretary Dou Xiankang stated that the Central Committee of the Communist Party of China and the State Council attach great importance to basic research. General Secretary Xi Jinping outlined a grand blueprint for building a strong science and technology country at the National Science and Technology Conference, emphasizing that a strong science and technology country must possess "five powerful" basic elements, the first of which is "having strong basic research and original innovation capabilities", providing fundamental guidance for us to do a good job in basic research and scientific fund work. We must conscientiously implement the important discourse of General Secretary Xi Jinping on scientific and technological innovation, especially basic research. With a high sense of responsibility and mission, we must fulfill our duties and make every effort to focus on investing valuable scientific and technological resources in frontline researchers with the most innovative vitality. We must continue to deepen the reform of the Science Fund, from breakthroughs in points and extensions of lines to expanding the scope, step by step and layer by layer, so as to make the management system of the Science Fund more systematic and perfect, and the effectiveness of the Science Fund funding more prominent, and promote the reform and development of the Science Fund to create a new situation.

　　Secretary Dou Xiankang emphasized that as the main channel for supporting basic research and the most stable source of national funding for researchers, the National Natural Science Foundation of China has become the "cradle" for cultivating scientific and technological talents, the "source" for scientific breakthroughs, the "adhesive" for collaborative innovation, and the "bridge and link" for expanding international scientific and technological cooperation, playing an indispensable and unique role in promoting the high-quality development of basic research in China. Next, we need to anchor the goal of building a strong country in science and technology, firmly grasp the positioning of the Science Fund in the new era, adhere to integrity and innovation, focus on system integration, combine the promotion of the reform of the Science Fund with the implementation of the newly revised National Natural Science Fund Regulations and the improvement of the Science Fund system, strengthen the comprehensive and strict governance of the Party, strengthen the construction of the management team, and effectively undertake the new responsibilities and missions entrusted to the Science Fund in the new era.
