1、 Project type and significance description
In order to quickly respond to major management issues arising from
economic, technological, and social development, and provide scientific analysis
and policy recommendations for high-level decision-making of the Party and
government in a timely manner, the National Natural Science Foundation of China
established the Emergency Management Project of the Management Science
Department in 1997. This project mainly funds the further research on important
and critical issues that urgently need to be addressed in national macro
management and development strategies, as well as the research on "hot" and
"difficult" issues in economic, technological, and social development practices,
using standardized scientific methods based on existing scientific research. The
emergency management project is launched 3-5 times a year, funding research in
several directions.
According to the consistent guiding ideology of the department on emergency
management projects, emergency management projects should conduct supportive
research on government decision-making from four aspects: exploring theoretical
foundations, evaluating foreign experiences, improving overall frameworks, and
analyzing implementation difficulties; The research results should be targeted,
timely, and feasible; Research methods should focus on the application of
scientific methods and the support of actual data/information/cases, avoiding
empty discussions and conclusions without empirical evidence. The undertaker of
emergency management projects should be experts who have profound academic
achievements and accumulated data/materials/cases in relevant research fields,
and can achieve practical application value results in a short period of
time.
Emergency management projects are implemented on a rolling basis and
project proposals are accepted throughout the year. Welcome domestic and foreign
experts in various fields and national macro management departments to propose
specific project suggestions from a national strategic perspective. The project
proposal should provide clear and specific viewpoints, evidence, and suggestions
based on the national practical needs, urgency and necessity, domestic and
international research progress, main research directions and contents, expected
research objectives, and policy effects of the project, and analyze the existing
research foundation and research team in China.
2、 Application Guide for the 4th Emergency Management Project in 2024:
Research on Improving the Institutional Mechanism of Urban Rural Integration
Development
General Secretary Xi Jinping attaches great importance to the work of
urban-rural integrated development. In December 2020, General Secretary Xi
Jinping pointed out at the Central Rural Work Conference that "the next 15 years
will be a window period for breaking the urban-rural dual structure and
improving the institutional mechanism for urban-rural integrated development.
The report of the 20th National Congress of the Communist Party of China pointed
out that "adhering to the integrated development of urban and rural areas is an
inevitable choice for building a new development pattern, promoting high-quality
development, and promoting common prosperity in the new era and new journey. The
Third Plenary Session of the 20th CPC Central Committee deployed "improving the
system and mechanism of integrated urban and rural development", clearly
pointing out that "integrated urban and rural development is an inevitable
requirement of Chinese path to modernization".
Moving from urban-rural segmentation to urban-rural integration, improving
the system and mechanism of urban-rural integration development, accelerating
agricultural and rural modernization, and promoting comprehensive rural
revitalization are not only inevitable requirements of the people-oriented new
urbanization strategy, but also related to the overall socialist modernization
construction. However, the quality of urbanization for agricultural transfer
population still needs to be improved, agricultural modernization is
significantly lagging behind, barriers to the free flow of urban and rural
factors still exist, and the assistance mechanism for low-income rural
populations and the investment mechanism for rural revitalization need to be
improved. These issues hinder further development of urban-rural
integration.
This project aims to conduct in-depth research on the theoretical basis and
practical path of urban-rural integrated development, urbanization of
agricultural transfer population, modernization of agriculture, comprehensive
revitalization of poverty-stricken rural areas, assistance mechanism for
low-income rural groups, and investment mechanism for rural revitalization, in
order to clarify and improve the institutional mechanism of urban-rural
integrated development, and provide consulting suggestions for achieving
urban-rural integrated development and promoting a people-oriented new
urbanization strategy. Specifically, it includes the following aspects:
Overall topic: Research on the theoretical basis and practical path of
urban-rural integration development
Strengthen the top-level design of China's urban-rural integration
development work, summarize the typical models and experience inspirations of
developed countries' urban-rural integration development, systematically sort
out the process, characteristics, and relevant important theoretical and
practical achievements of China's urban-rural integration development, and
consolidate the theoretical foundation for the formation of a new era of
urban-rural integration development. Therefore, it is necessary to
scientifically evaluate the new characteristics of China's current urban-rural
integration development, systematically sort out the history, current logic, and
theoretical basis of China's urban-rural integration development. The main
research topics include: (1) the practical path of urban-rural integrated
development; (2) Typical models and experiences of urban-rural integration
development in developed countries; (3) Theoretical basis for integrated
urban-rural development; (4) The phased goals and overall framework of
urban-rural integration development.
Subtopic 1: Research on the Path and Policies for Accelerating the
Urbanization of Agricultural Transfer Population under the Background of New
Urbanization
On July 28, 2024, the State Council's "Five Year Action Plan for Deepening
the Implementation of the People oriented New Urbanization Strategy" clearly
stated that "promoting the urbanization of agricultural migrant population
should be the primary task of new urbanization. How to accelerate the
urbanization of agricultural migrant population has become the main problem
facing the promotion of China's new urbanization strategy. The main research
topics include: (1) the current situation, potential, and challenges of
urbanization of agricultural migrant populations; (2) Difficulties and
bottlenecks encountered in the urbanization of agricultural migrant population;
(3) The impact mechanism of equalization of basic public services in urban areas
on the urbanization of agricultural migrant population; (4) Incentive mechanism
for urbanization of agricultural migrant population; (5) The development path
and policy optimization of urbanization for agricultural migrant population.
Subtopic 2: Research on Building a Positive Interaction Mechanism between
Industrial Upgrading, Population Agglomeration, and Urban Development from the
Perspective of Urban Rural Integration
The Third Plenary Session of the 20th Central Committee of the Communist
Party of China proposed to "improve and promote the new urbanization system and
mechanism. Build a virtuous interaction mechanism between industrial upgrading,
population agglomeration, and urban development." Through industrial upgrading,
create more employment opportunities and attract population agglomeration.
Population agglomeration provides labor force and innovation vitality for urban
development, and urban development provides a good environment for industrial
upgrading and population agglomeration. The three interact and promote each
other, jointly promoting the integrated development of urban and rural areas.
Therefore, how to achieve continuous upgrading of urban industries, rational
population agglomeration and orderly flow, and promote high-quality urban
development is a key issue in achieving integrated urban-rural development. The
main research topics include: (1) the current situation, achievements, and
experiences of industrial upgrading, population agglomeration, and urban
development; (2) Difficulties and bottlenecks encountered in the benign
interaction among the three parties; (3) The impact mechanism of industrial
upgrading, population agglomeration, and urban development on urban-rural
integration development; (4) The development path and strategy of benign
interaction between industrial upgrading, population agglomeration, and urban
development.
Subtopic 3: Research on the Path and Policies of Promoting Agricultural
Modernization from the Perspective of Urban Rural Integration
Agricultural modernization is an important lever for promoting urban-rural
integration, resolving development contradictions in the new era, and promoting
coordinated urban-rural development and achieving common prosperity. Its
implementation effectiveness directly affects whether agricultural, rural, and
farmer issues can be effectively resolved. Therefore, evaluating the current
situation of agricultural modernization in China and exploring the impact,
transmission path, and specific mechanism of urban-rural factor market
integration on agricultural modernization are of great significance for
promoting the process of agricultural modernization. The main research topics
include: (1) the current situation, problems, and countermeasures of
agricultural modernization; (2) The path to promoting agricultural modernization
through the integration of urban and rural land markets; (3) The impact
mechanism of the flow and allocation of labor factors between urban and rural
areas on agricultural modernization; (4) Research on policy measures to promote
agricultural modernization through urban-rural integration.
Subtopic 4: Research on Establishing a Policy System for Layered and
Classified Assistance to Low Income Rural Population and Underdeveloped
Areas
The Third Plenum of the 20th Central Committee of the Communist Party of
China proposed to "improve the normalized mechanism for preventing the return to
poverty and poverty among rural populations, and establish a hierarchical and
classified assistance system for low-income rural populations and underdeveloped
areas." Therefore, establishing a hierarchical and classified assistance system
for low-income rural populations and underdeveloped areas, gradually enhancing
the endogenous motivation of low-income populations, is crucial for solidly
promoting rural revitalization and achieving urban-rural integrated development.
The main research content includes: (1) the effectiveness, problems, and
countermeasures of the current assistance system for low-income rural
populations and underdeveloped areas; (2) The construction idea of hierarchical
classification assistance system based on big data; (3) The impact mechanism of
the hierarchical and classified assistance system on preventing poverty from
returning to poverty; (4) The impact path and policy implications of the
hierarchical classification assistance system on urban-rural integration.
Subtopic 5: Research on Improving the Investment Mechanism for Rural
Revitalization from the Perspective of Urban Rural Integration
With the comprehensive promotion of the rural revitalization strategy,
there continues to be a large demand for financing in the fields of agriculture,
rural areas, and farmers. The role of improving and perfecting the diversified
investment guarantee mechanism for rural revitalization is becoming increasingly
important. Therefore, according to the principle of prioritizing the development
of agriculture and rural areas, evaluating the effectiveness of investment
models such as public finance policies and financial support is of great
significance for achieving the strategic goals of rural revitalization. The main
research contents include:; (1) The current status, challenges, and trends of
investment models for rural revitalization; (2) Research on the policy effects
of fiscal investment (scale, structure, subsidy methods, etc.) on rural
revitalization; (3) Research on the mechanism of precise financial support for
rural revitalization; (4) Optimization path and solution for improving the
investment mechanism of rural revitalization.
Subtopic 6: Research on the Mechanism of Optimal Allocation of Land
Resources from the Perspective of Urban Rural Integration
The optimal allocation of land resources is not only related to
agricultural production and high-quality rural development, but also to the
development of urban economy and the improvement of production efficiency.
Therefore, evaluating the policy effectiveness and challenges of rural land
system reform, and exploring the impact of urban construction land policy
adjustments, are crucial for the integrated development of urban and rural
areas. The main research content includes: (1) The current situation, problems,
and countermeasures of rural and urban land resource utilization. (2) The
difficulties, bottlenecks, and policy effects faced by the reform of separating
ownership, contracting rights, and management rights of rural contracted land.
(3) Research on the impact mechanism of coordinating the allocation of new urban
construction land indicators with the increase of permanent population on
urban-rural integration development. (4) Research on policy measures to improve
the optimal allocation of land resources from the perspective of urban-rural
integration.
Subtopic 7: Research on Mechanisms and Policies for Promoting Common
Prosperity through Urban Rural Integration Development
Currently, the focus and difficulty of common prosperity in China still lie
in rural areas. Therefore, it is necessary to evaluate the impact mechanism of
equalization of basic public services between urban and rural areas, population
mobility between urban and rural areas, and industrial synergy between urban and
rural areas on the income gap between urban and rural areas and the income gap
within rural areas, and then propose policy measures for urban-rural integrated
development that are conducive to achieving the goal of common prosperity. The
main research topics include: (1) the current situation, evolution, and
challenges of urban-rural income gap and internal income gap in rural areas; (2)
Research on the mechanism of promoting common prosperity through equalization of
basic public services between urban and rural areas; (3) Research on the
mechanism of promoting common prosperity through the integration of urban and
rural industries; (4) Research on the Impact Mechanism of Urban Rural
Integration Development on Agricultural Income Increase; (5) Research on Policy
Design for Urban Rural Integration Development under the Goal of Common
Prosperity.
3、 Application requirements and precautions
(1) Application requirements.
The applicant of this project shall meet the following conditions:
1. Have experience in undertaking basic research projects or engaging in
other basic research activities;
2. Possess a senior professional technical position (title) or a doctoral
degree.
Individuals who are currently engaged in research work at postdoctoral
stations or workstations, pursuing a graduate degree, and have no work unit or
are not affiliated with a supporting unit are not allowed to apply for this
project.
(2) Application restrictions regulations.
1. This project is not included in the scope of the total number of
applications and responsibilities undertaken by senior professional and
technical personnel (title).
Applicants can generally only apply for one special project (including
emergency management projects) in the same year.
3. Individuals who have not yet completed the emergency management project
of the Management Science Department of the National Natural Science Foundation
of China are not allowed to apply for this emergency management project as hosts
or participants.
4. Comply with the relevant requirements of the "2024 National Natural
Science Foundation Project Guidelines" and avoid duplicate funding with the
National Social Science Foundation.
(3) Application precautions.
1. This project is implementing paperless application, and the application
deadline is 16:00 on December 25, 2024. The research period is 10-12 months
(January 2025 January 2026). Conduct mid-term inspection and exchange of stage
results 6 months after project initiation. The research results of emergency
management projects are ultimately reflected in forms such as policy
recommendation reports, media reports, research reports, monographs, and
academic papers. The mid-term inspection and final acceptance of emergency
management projects will focus on policy reports as the evaluation point, and
the final research report should be written around the formed policy report. The
specific content should include: proposed policy reports or suggestions,
theories, methods, data, logic, etc. that support policy conclusions and
suggestions.
2. Encourage and prioritize funding the team as a whole to apply for this
project. Applicants are required to apply for this project as a whole, including
one main topic and seven sub topics, and submit the overall project application
and each sub topic application separately. The research content should clearly
explain the relationship between this project and other related topics, and
strengthen cooperation between each topic. The overall project leader needs to
introduce the division of labor for sub projects in the application form and
attach a "commitment letter for the overall application project" (attachment).
Sub projects do not need to provide a commitment letter. For individual
applications that cannot organize a team as a whole, but have research
advantages for a certain sub project, they may also receive funding. After the
application is approved, the applicant will be included in the entire project
team.
After accepting the application, the National Natural Science Foundation
will organize a pre evaluation. The project team receiving the defense notice
must have the overall project leader attend the defense in person. Failure to
attend the defense on time will be considered as automatic waiver of the
application. After evaluation by the panel of experts, the Management Science
Department plans to fund a team based on merit (the panel of experts may combine
teams based on merit). The direct funding for each sub project shall not exceed
200000 yuan, and the total direct funding for the project shall not exceed
300000 yuan.
4. Applicants who intend to apply for a project should fill out the 2024
application form online on the website of the National Natural Science
Foundation of China. The application code should be selected as "G04", the
funding category should be selected as "special project", the subcategory should
be selected as "research project", and the annotation should be selected as
"emergency management project of the Ministry of Management Science". The main
text is written according to the "Outline for Writing the Application Form".
Applicants should strictly follow the topic content published in this project
guide, and the names of each topic should be completely consistent with the
above 8 topic names, otherwise they will not be accepted.
5. The applicant shall strictly follow the spirit of the central documents
and the requirements of the "Fund Management Measures" and the "National Natural
Science Foundation Project Budget Table Compilation Instructions", and prepare
the project budget based on the basic principles of "policy consistency, target
relevance, and economic rationality", combined with the actual needs of project
research.
6. After completing the application writing, the applicant must use the
Science Foundation Network Information System between December 15, 2024 and
December 25, 2024 at 4:00 pm( https://grants.nsfc.gov.cn )Submit electronic
application form and attachment materials online. The overall application
project commitment letter provided by the main project and the required
attachment materials for each project application (original paper materials
required for proof letters, recommendation letters, and other special
instructions) shall be uploaded in electronic scanned copies.
7. The supporting unit shall review the authenticity, completeness, and
compliance of the application materials submitted by the applicant of the unit,
examine the relevance of the applicant's project budget goals, policy
consistency, and economic rationality, and submit the application materials to
the National Natural Science Foundation of China within the prescribed time. The
specific requirements are as follows:
(1) The electronic application form and attachment materials of our unit
should be confirmed and submitted item by item through the Science Foundation
Network Information System before the project application deadline (16:00 on
December 25, 2024), and there is no need to submit a paper application form.
After the project is approved, the paper signature and stamp pages of the
application shall be bound at the end of the "Funding Project Plan" and
submitted together. The information signed and stamped should be strictly
consistent with the electronic application form.
(2) After confirming each item of the electronic application form and
attachment materials, the supporting unit should upload the project application
list and electronic scanned copies of the unit's scientific research integrity
commitment letter through the Science Foundation Network Information System
before the deadline for submitting application materials (please download the
template from the information system, print and fill it out, and have the legal
representative sign and the supporting unit affix the official seal; if the
electronic scanned copy of the unit's scientific research integrity commitment
letter has already been uploaded during the centralized application stage that
year, there is no need to resubmit), without providing paper materials.
Incomplete materials will not be accepted by the National Natural Science
