Notice from the Ministry of Management Science on Soliciting Suggestions for Major Project Approval Fields in 2025

  In order to further improve the mechanism for major project initiation and ensure the successful initiation and funding of major projects, the Ministry of Management Science, in accordance with the "Management Measures for Major Projects of the National Natural Science Foundation of China", is soliciting suggestions from the scientific and technological community on the field of major project initiation.

  1、 Major project positioning

  Major projects are aimed at addressing major scientific issues in the forefront of science, national economic, social, technological development, and national security needs. They are deployed in advance, conducting interdisciplinary and comprehensive research, fully playing a supporting and leading role, and enhancing China's ability to innovate at the source of basic research.

  2、 Requirements and precautions

  (1) Conditions for the approval of major project areas.

  1. Suggestions for project areas should be oriented towards the major strategic needs of the country, actively respond to the national "14th Five Year Plan" development plan, carefully condense scientific issues, carry out large-scale cross disciplinary research, and propose project area suggestions that are of great significance to the national economy and social development.

  2. The key scientific questions condensed need to be fundamental and forward-looking; Clear goals should be focused on the scientific issues that urgently need to be addressed in Chinese management practices.

  3. There is already a good accumulation of research work and research conditions in China, and there is sufficient reserve of outstanding young and middle-aged talents, who are expected to make significant breakthroughs in the proposed research direction.

  (2) Suggested qualifications.

  1. The proposer should be a frontline scientific researcher with a senior professional and technical position (title), and have long-term experience in conducting basic research in natural sciences.

  2. The proposer can only propose one major project proposal in the same year.

  (3) The main content of the proposed project area.

  1. Basis for project proposal. Discuss and propose scientific frontiers and major national strategic needs related to the field, with a focus on the urgency and necessity of proposing major project areas.

  2. Scientific objectives, core scientific questions, and proposed main research content. The scientific objectives should be concise and clear, and the core scientific questions should be highly condensed and forward-looking. The research content planned around the core scientific questions should be organically connected and mutually supportive, reflecting interdisciplinary nature.

  3. Existing work foundation in relevant fields in China. Explain the current situation and international status of China's research team, with a focus on whether China has the foundation and conditions to conduct relevant research and achieve breakthroughs.

  (4) Matters that need to be explained.

  The solicitation of proposals in the field of major project approval will follow the avoidance system, and current members of the Advisory Committee of the Ministry of Science are not allowed to participate in proposing project approval proposals as project proposers; Experts involved in the demonstration and preparation of major project guidelines are not allowed to apply for or participate in the application of the major project.
